The Franklin & Marshall Global Barometers Report perception index found that two-thirds of 118 countries surveyed slid on LGBTQ+ rights in 2024. The average score for all nations was 57 percent. The United States scored a 58 — higher than countries like Russia, China and India, but still in failing territory along with them. “This finding suggests that regression on LGBTQI+ human rights is occurring not only in politically unstable countries but also in established democracies with reasonably secure legal protections for LGBTQI+ people,” the report said. The survey, an offshoot of a larger report that tracks global LGBTQ+ acceptance every two years, measures LGBTQ+ people’s lived experiences, asking questions about how safe they feel, how frequently they have experienced violence and whether they can be out as queer. Overall, transgender women and intersex people expressed the greatest levels of fears and discrimination, followed by transgender men. In 2023, the United States earned a “C” grade overall. On the perception index portion, it earned a “D” for intolerant. The survey data released this year was gathered before President Donald Trump took office, said Susan Dicklitch-Nelson, professor of government at Franklin & Marshall College and the study’s founder. “We're anticipating, especially with the new legislation and the specific attacks on trans people, that it's going to be even worse — the perceptions of their lived human rights experiences,” Dicklitch-Nelson said. In the past five years, state legislatures have considered hundreds of bills targeting LGBTQ+ people.
